While I'm not sure where to hunt down the p5 version of the game you can get p4 100% for free and download it perfectly legally from Polygondwanaland or from the PKC hosting archive(you have to download the demo then patch)
Petz was the first game I ever knew about modding in too! Before it I thought any modding would 100% break games or just be a way to cheat.
As for breeds, if there's a specific one you're looking for Petz Breed Directory is an amazing resource(it was on my other post too). You mentioned old sites you used to go to, many sites have been lost/moved over the years so it's possible they're not around anymore. However, The Petz Archival Collection Discord Server does have a ton of breeds, toys, even some old downloadable adoptions from back in the day and might be worth looking at.
Picking my favorite breed is so hard!
Real breeds that are super petzy I love the FBD Rough Collie and Shetland sheepdog, Dahlia who runs Spellbound has also made a super cute OW of the sheltie with lots of color variations. She also has one of the Iola Smooth Collie and Sunshine Aussies which have been a community favorites for a long time. She also has a surprise alley cat file I absolutely adore inspired by the PDH surprise Lab, Dane, and dalmatian ows.
The community as a whole tends to lean to p4 over p5 for content but you can still bet the p5 breeds in p4 thanks to modding, my favorites are the personality modified ones from Kizmet. Phantasmagoria has an absolutely adorable GSD file, and one of my favorite dalmatian OWs(the spots grow in when the pups grow!) and Oasis has probably my favorite Golden OW. Oasis also has some of Lida's files that aren't up on Hextraordinary.
Speaking of OWs - Hollowed Kingdom has some scale swapped catz OWs which is great for breeding mixies because it allows for personality swapping to happen because the SCPs are linked to scales! For catz OWs I also absolutely adore Cargo's patchy calico and BW ows.
For wildz I absolutly adore Rafa's LTPs which can be downloaded on the Seeing Star's file archive. I prefer v2 myself but since those require hexing I know a lot of people enjoy the V3. and Manda's peafoul file has my heart and soul along with her pygmy mouse file.
Honestly there are so many files out there and new ones being made all the time, I some links on the first page of my own site - NightShade's. And then there is the Petz Site Directory too.

My new dog from @pfcolliez, Atilla! I’m showing her over on Petz Show Club (a discord based petz showing server). She’s not Conf standard but there are regular dogz shows she should do great in…if she would stop over posing.

For those who don’t know Petz Show Club Conformation is a type of petz showing hosted on the discord Petz Show Cub that runs similar to PKC did back in the day(meaning based off standards for RL breeds not just posing).
I’m obsessed with Abnormality’s “Rough Collie” hexie. Meet my first two adopts: Mr. Sassybritches and Sweetpea.
They enjoy dressing up. In true Collie fashion, the more ridiculous - the better. Pun intended.
OH gosh, the PetzA plugin will let you take everyone out at once! Sheer Chaos!!!
Ok, I age-reduced her pupz, but I’m still taking them all out together. Organic gameplay is probably best for these guys.
An interesting note: two of these (10!!!) pupz have no brown on their snouts. Abnormality noted that it may not be possible for these breeds to have no tan on their face. Granted, these are Gen 2 dogz, not Gen 1. But they are purebred Abno Collies.
This is my first litter of Rough Colliez, by Mr. Sassybritches x Sweetpea. These boogers were born in Petz 4, and will work with Abno’s Rough Collie .DOG file.
I’d love to trade for any other Abno Rough Collie .PET (Gen2+), but if you don’t have any to trade, that’s OK - you can have them for free! I’m just hoping to expand my bloodline eventually, lol.
If you are running Petz 5, you can import them using the in-game function (if you have the correct .DOG file, of course). They can possibly be converted back to P3, but I’m not sure how to do that.
I got impatient (er, excited?) and wanted to breed generation 3 of my Colliez. So I aged up the 4 girls I’m keeping, and pulled 4 boys from the adoption center. Here are my G2 girlies, fat and preggo:
Arwyl, my personal fave. She’s got some more natural sweetness than the others. She doesn’t get angry; she’s more likely to cry. Maltese blue (blue without any black).
Aphrodite, she’s a bit spicy. I kept her because she has the (rare?) no brown on her face. (I don’t think the eyelid color counts?). A bi-blue.
Aisha is the other “maltese” blue (no black markings).
Abbott, I honestly just kept because she was the only golden sable in the entire litter. She just has that little splash of darker sable over her shoulders.
